Many people are moving to Oregon for jobs these days. Jobs came in third as the most common reason recent in-migrants cited for moving to Oregon in the 1999 Oregon Employment Department's In-Migration Study. Oregon's strong economy, especially its booming high-tech sector, has attracted thousands to the state. According to the study, of these recent in-migrants, a higher percentage of these individuals are minorities compared to the current population.

Portland, Oregon is one of the West's biggest tech boomtowns and home to one of the most stable markets in the industry. The state is also 7th in the nation for creation of new companies, with signs of future advancement in the rankings. The state's professional services sector grew rapidly in the 1990s, and is expected to continue improving. New business growth is up more than 50% for Portland. But Oregon's biggest city isn't just about high-tech - in fact, it was recently rated the number one large city in the West for having the most diverse economy. Rather than being dependent on a single industry, Portland has a more diversified industrial base, making it a stable economic environment for jobs in general. The Software Association of Oregon is a major leader in promoting the high tech industry in the state and along with committed industry sponsors has created the OregonWorks Initiative. This workforce development program aids companies in recruiting high-tech talent to the state while cultivating local talent through the OregonWorks Intern Program. which serves the combined software, high tech and creative services industry. In addition, the project works to forge closer ties with higher educational institutions to better educate and train Oregon's high-tech workforce as well as working on the k-12 level with the Teacher Industry Partnership for Software program, known as TIPS.
