According to the study, of these recent in-migrants, a higher percentage of these individuals are minorities compared to the current population. Portland, Oregon is one of the West's biggest tech boomtowns and home to one of the most stable markets in the industry. The state is also 7th in the nation for creation of new companies, with signs of future advancement in the rankings. The state's professional services sector grew rapidly in the 1990s, and is expected to continue improving. New business growth is up more than 50% for Portland. But Oregon's biggest city isn't just about high-tech - in fact, it was recently rated the number one large city in the West for having the most diverse economy. Rather than being dependent on a single industry, Portland has a more diversified industrial base, making it a stable economic environment for jobs in general.
